eap: better check for wired connections when constructing widgets (bgo #646210)
Consider a connection as wired for purposes of EAP if its connection
type is wired, or if it has a wired setting. When constructing new
connections we won't always have a connection type yet, since NM
fills that in for us after the dialog has run.
