    framebuffer: expose experimental cogl_get_draw_framebuffer
    
    This renames the two internal functions _cogl_get_draw/read_buffer
    as cogl_get_draw_framebuffer and _cogl_get_read_framebuffer. The
    former is now also exposed as experimental API.
