[snowy] Source local_settings instead of importing from it

    Source local_settings instead of importing from it
    
    Convert TEMPLATE_LOADERS and TEMPLATE_CONTEXT_PROCESSORS to lists.
    
    Example in local_settings.py:
        INSTALLED_APPS.append("sentry.client")
