[gtk+/gdk-backend: 46/91] Add a vfunc for gdk_notify_startup_complete

commit ce476d540652530781a56515c957c7e67ab030c0
Author: Matthias Clasen <mclasen redhat com>
Date: Mon Dec 13 20:46:00 2010 -0500

    Add a vfunc for gdk_notify_startup_complete

At the same time, add a display api for this, since it really
    is per-display.
