	* help/C/release-notes.xml: Add contributor file.
	* help/C/rncontributors.xml:
	* help/C/rncontributors.xml (added): Add section 'What is new for
	contibutors'. Describe the Damned Lies change there. Plan to include
	the other infrastructure things as well.
