Fixed leaking of GtkActionGroups and changed plugin API
Plugins were not freeing the GtkActionGroups that they allocated.
Also the plugin_exit function of plugins was not called by Planner.
Both of these issues were fixed and as a part of that change the plugin
API was cleaned up slightly.
