	* configure.ac:
	Check for at least perl 5.8.1, and print the found version

	* intltool.m4:
	Check for at least perl 5.8.1 and print the found version
	Add _IT_SUBST macro to abstract usage of _AM_SUBST_NOTMAKE when we
	are using automake 1.10 or nwere

	Fixes #562085 and #561513
