Log:
	* download-windows.html: Put the "Patch" link in the table on the
	line below, makes the table look better. Also, use the "<strong>"
	tag instead of "<b>" tag.

	* mailing-lists.html: Updated the text about the gtk-devel-list
	mailing list to reflect how ONLY core development of the toolkit
	should be discussed.
