        Add optional HAL support to OobsIfacesConfig.

        * configure.in, oobs/Makefile.am: add autofoo.
        * oobs/oobs-ifacesconfig.c (hal_context_device_added)
        (hal_context_device_removed) (hal_context_get_initial_devices)
        (init_hal_context): Added, emit ::changed when a network device has
        been added/removed.
