because the server now should support the libxml catalog.

* docbook/Makefile_shared.am_fragment: Use the same system as the 2.20 
release notes, putting everything on one page.
* docbook/gnome-doc-utils.make: Remove (and don't use this) because 
it causes db2omf to make unreasonable (incomprehensible) demands about 
the tags needed in the XML. I do not know why the release notes do not 
have that problem.
