	We're getting a large number of people frustrated with bugzilla
	emails (duplicate notifications are driving them mad) who don't
	understand how to disable email but are demanding email to them
	stop (and I'm only able to clean out the gnome-bugsquad moderation
	queue to find these irate users once every couple weeks).  So, for
	now...Make a new page which I'm going to point to in all email
	notifications that will explain how they can do this themselves.

	* template/en/custom/pages/email.html.tmpl: New page explaining
	why email is sent, why email cannot be used to respond, how you
	configure when/if you receive email, and who to contact with
	questions.
