	(gimp_rectangle_tool_update_handle_sizes): Update handle sizes
	based on the shell-visible part of the rectangle.
	(gimp_rectangle_tool_start, gimp_rectangle_tool_halt):
	Connect/disconnect to the "scrolled" signal of the shell and
	update handle sizes.
