        * menubar.c:
        Get charset from the html file that will be inserted into.
        Fix #373648

        I don't think this is the best way to get charset from html
        files. I don't know how to use the functionality of gtkhtml
        engine to get that. Maybe someone can tell me how to do it.
        But anyway, this is a possible solution for this issue.
