I am using Clutter 1.14.4 and Clutter-Gst 2.0.8. Here are the full Ubuntu 13.10 package version strings:

* libclutter-1.0-0:amd64/saucy 1.14.4-3 uptodate
* libclutter-gst-2.0-0:amd64/saucy 2.0.8-1 uptodate

So, you think I found a bug? Maybe, since, if I remember well, I have been using the eos signal in the past, and it should just work. I should probably try in C before filing it, though. I might have some time to do so soon.

Could you tell what version of Clutter-GStreamer you're using?
It would be helpful to also file a bug against ClutterGst in bugzilla :
