Building Clutter on Windows

I noticed that for at least the last year, the instructions for building
clutter on windows are out of date, mingw-fetch-dependencies.sh is
broken, and the link to the windows build instructions is broken.
Will this ever be fixed? Has consideration of the windows platform been
abandoned? Has anyone built clutter for windows? Are than any modern
windows binaries available anywhere?
