Ubuntu and clutter-gst

Getting this error compiling 2.91.4  in Ubuntu 10.10 x64
Requested 'clutter-1.0 >= 1.4' but version of Clutter is 1.2.12
No package 'clutter-gst-1.0' found

and add this to 2.91.2
No package 'gnome-video-effects' found

I see libclutter-gst-0.10-0 but don't know if its the same.
Where do I get this library?
Is this it?

I tried googleing for this and found nothing.

I am setting up to use Vala; anyone using Val(a)IDE?
Having issues with namespaces.
