using cheese as universal camera control?

Hi, I've been wondering if it's possible to use a application like cheese to be a universal camera control for the whole system. So cheese can be used to adjust both colour, brightness and other effects and will then apply it to the camera video stream, possibly creating a new stream by emulating a camera device? Is it possible to create something like this, and if so would it be a lot of work maybe? 

As it is now users are stuck with the standard settings and have no easy way of changing these unless the application developer has added such features on his own. Webapplication has a big dissadvantage here as they have to rely on flash most commonly and flash does not have these settings in their interface.

Any input ideas or thought on these issues is appreciated.
