If you install California, you can set it as the default calendar application in System Settings -> Details -> Default Applications.  Then, when you double-click on an .ics file, it will launch California and import the file.

We also have ticketed to allow importing .ics via drag-and-drop: https://bugzilla.gnome.org/show_bug.cgi?id=728306
