[BuildStream] Maintenance notification: moving tickets from milestone v1.2 to milestone v1.4

Hi,

I am about to update the milestone field of those tickets assigned to BuildStream v1.2 milestone to 
BuildStream 1.4 milestone. I assume there will be a notification for each ticket you are subscribed to about 
this change.

This change has been tested already in nosoftware. I am expecting no issues with it. Sorry for the 
inconveniences.
