[BuildStream] Gitlab features: Subscribe to labels

Hi,

those of you who do not want to subscribe to everything on Gitlab but are 
interested in a specific label, can subscribe to that specific label, receiving 
notifications every time the label is used or there is a change in the label or 
the MR including that specific metadata.

Two nice examples come to my mind you can use it for:
* To track blockers, specially when the release is approaching.
* To track Urgent/critical issues, that is, those who upstream developers are 
paying special attention on weekly basis.
