Bugzilla HACKING

Hi,

I just added a HACKING file to bugzilla, and a "bugmaster" module to
CVS. I think they're reasonable: here's the contents of the HACKING file
which explains all:

Please only commit to this module if you have access to the "bugzilla"
group on the server and are able to apply your changes. Otherwise please
post patches in diff -u format to bugzilla, product "bugzilla", or email
to bugmaster gnome org if it's a security-related issue.

If what you're doing is a significant change to bugzilla.gnome.org from
upstream bugzilla, please document your changes in the "bugmasters"
module, subdirectory "bugzilla".
