texitheque requirement not mentioned in docs

I already know about this for some time, but finally made it to tell:

to compile beast, i need the texitheque package, which i must fetch from 
somewhere on the net, as it's not available in packaged format for 
debian(not even unstable), or at least i couldn't find it anywhere.

This requirement is not listed in INSTALL or README.

I wonder how come nobody realised this before, is this package 
"standart" in other distributions but debian?
