Go gheck out the PDF files at http://www.pragma.de.  They will
describe what it is far better.  (Ok ok, it's just another macro
package for TeX, like LaTeX, but not quite like it.  Say, if LaTeX is
docbook, then ConTeXt is more like HTML.  I mean, free visual style
but still proper markup possibility.  You have to see the PDF files
yourself.)
