I assume you've read http://banshee.fm/contribute/write-extensions/
thoroughly, right?  As it says, Banshee Community Extensions's (BCE)
git repo is hosted on gitorious, which is free.  Alternatively you
could use github.

BCE has a few key elements:

1) Extensions don't have to be universally useful or super polished,
and anybody can make an account on gitorious (or github) and get added
to the BCE repo easily (vs hosting on GNOME git)

2) We have a create-extension script (plus a maintenance team) that
does everything needed to create a working extension ready for
committing to the repo.

3) Having all these extensions centralized in one repo lets us A) make
sure they build against the latest Banshee, if there are API breaks
B) share autoconf/automake boringness C) distribute them all in one
tarball, which makes it much easier for packagers

Feel free to copy this approach and any of our code, it's all FOSS.
