Which version of Banshee are you using?  Banshee started supporting newer iDevices around version 1.7.5 or 1.7.6. If you're using one of these versions or newer and Banshee still doesn't see your iPod Shuffle,  you might want to report a bug: http://banshee.fm/file-bugs
