It does not have much to do with last.fm status. Be it last.fm
hiccups, me pulling the cable out the wall, my WiFi router having a
glitch, Earth's magnetic field playing tricks on humans or alien ships
using their deathscrobbler rays, there is no way to get Banshee to
reconnect (and refresh a last.fm stream playlist) without quitting and
starting it again. It's bad as it takes some time and results in HDD
trashing (thus slowing down other software for a while).

I don't expect Banshee to fix last.fm's servers, I just want it to
detect the "broken" state (all radio playlist items marked as "error")
and reconnect to the stream. To be honest even a manual "refresh"
option in the context menu would do but that's just a workaround.
