Users extensions now go into ~/.config/banshee-1/addins For /usr/lib/banshee-1/Extensions, I'm not sure, I never tested it. The extension has to be coded and built for the new banshee (0.99.X), simply dropping a dll of an extension built for banshee 0.13.x will not work.
