Probably for simplicity in the Windows port.

System.Environment.SpecialFolder.ApplicationData is "C:\Documents and
Settings\username\Application Data" on Windows and
"/home/username/.config" on Unix.

It's also part of XDG. (Besides, it's a better name.)
