I don't think that this is necessary. Banshee already respects the
Mono proxy settings if you're using a recent version of Mono (1.2 or
later). Mono takes its settings from machine.config, and the default
setting is to read from the conventional HTTP_PROXY environment
variable. A lot of tools use this, so most users with proxies should
have it set up.
The best thing you could do would be a patch for Mono to take its
settings from Gnome (though good luck doing this without adding a
dependency).
