Required Gtk version

Hi All!

Balsa currently requires version 3.18.0 of the GTK libraries, which are several years old. Maintaining the 
code would be simplified by bumping the required version to 3.22.0 or 3.24.0. Would either of those bumps be 
cause issues for you?
