This looks as if you forgot to specify the key server in your GnuPG configuration: open the file ~/.gnupg/gpg.conf, and look for a "keyserver" entry. For me (being located in Germany), it reads
keyserver hkp://pgpkeys.pca.dfn.de You should choose one near to your place...For more details, please have a look at this (extremely outdated) page: <http://www.mynetcologne.de/~nc-dreszal/balsa/balsa23-secure-mail.html> - the section about the gpg setup is still valid.
