To get the Balsa 2.2.6 sid package in Ubuntu 4.10 I did the following:

1) Added sid repositories to /etc/apt/sources-list (*)
2) apt-get update
3) apt-get install balsa (this will install some dependencies)
4) Remove or comment sid repositories from /etc/apt/sources-list
5) apt-get update


* I used this lines in /etc/apt/sources-list:

# Sid debs (for Balsa)
deb ftp://ftp.ro.debian.org/debian/ sid main non-free contrib
deb-src ftp://ftp.ro.debian.org/debian/ sid main non-free contrib
deb http://non-us.debian.org/debian-non-US sid/non-US main contrib non-free
deb-src http://non-us.debian.org/debian-non-US sid/non-US main contrib 
non-free
