Korean encoding

A recent bug report
(http://bugzilla.gnome.org/show_bug.cgi?id=156460) has suggested
that the encoding that Balsa uses for Korean text (EUC-KR) may be
less widely used than ISO-2022-KR.
For Japanese, EUC-JP has been replaced by ISO-2022-JP. Should we
make the corresponding change for Korean, or offer both, or offer
some other options?
