My comment: I notice that "Content-Type" is missing a "charset" description. Should not Balsa then use default charset or is this implying us-ascii?

No charset definition means us-ascii for backwards compat with older mailers. Keep in mind "default charset" is meaningless in the context of the message.

You should try viewing those messages in a webmail that uses a diferent charset on the rest of the page :)

I had the same problem in Mutt and added:
"charset-hook ascii iso-8859-1" in my .muttrc to solve it.

In balsa you can use Prefs->Display->Message->National... to hint balsa what it should do with broken messages.
