"save" and ISO8859 vs UTF-8

Hi,

I'm a memeber of the French translation team for Debian.
We have a mailing list and exchange as attached parts fr.po files for  
proof read.

The problem is that when I save an attached part from balsa it is  
always saved as UTF-8 and so difficult (impossible) to process.
I've to use mutt to save this pieces.

Is there a way to tell the system the encoding of the attached piece ?
