Building Balsa via garnome on RedHat9

Its complaining about unresolved symbols in libfontconfig as follows:
/home/rjc/garnome/lib/libfontconfig.so: undefined reference to `FT_Get_BDF_Property'
collect2: ld returned 1 exit status
This is balsa 2.0.18 and fontconfig 2.2.96
