in common cvs-setups ot would be:
cvs -d '...' checkout -r balsa-2-0 balsa

and then you can switch branches in the balsa-directory by simply 
issueing:
cvs update -r HEAD/balsa-2-0

Now time to test it, as it won't let me login right now.
