help function (balsa 2.0.12/Gnome2)

With balsa 2.0.12, Gnome2 desktop, Debian 3.0 ('Sarge', testing):
There is a HELP item on the menu, and HELP supposedly may be invoked
also with the F1 key. But when I select the HELP menu item or press
the F1 key, there is no response.
Is the HELP function not yet operational?
