forwarding emails with attachments

i understand that balsa is not meant to include original
attachments with forwarded messages.  at one time, there
was discussion of adding that capability (calling it
'bounce' instead of 'forward' or somesuch?), as a selectable
option.  i still can't see it.  am i missing something?
i'm running 1.2.4, since our sysadmins refuse to install
anything that is not blessed as 'stable' :|...
