How can I set encoding in Balsa.

Hi,

I want to read Chinese email, but I don't know how to set the encoding for 
Chinese. Currently I use Red Hat Linux
7.2(Kernel 2.4.9-31) and balsa 1.2.3. I downloaded and installed a balsa 
1.3.3 in /usr/local/bin, but when I 
start balsa 1.3.3, I still can't find encoding setting
in preference menu.

Can anybody tell me the solution?
