Problem when not shut down

When I halt my laptop, or quit X, and don't actually exit Balsa
first I get weird behaviour. Next time I use my computer and
check for mail, I get messages in my mailboxes that I
downloaded last time. It also resends messages that I sent
last time I had Balsa open.
It seems that when a messages is sent, balsa should record that
it's sent, delete it from the outbox, and there shouldn't be any
possibility for it to be sent again. Likewise with POP behaviour.
If I grab messages from my ISP's POP server, (Yes, it's set to
delete the messages once grabbed) it should not have the
opportunity to download them again.
Is there something I'm not doing (other than exiting balsa)?
Is there something I can do to prevent this behaviour? I'd like
to be able to halt my laptop quickly without going through
a routine because of balsa.
