Library locations

So, I got balsa to configure and build and run. But in order to do that I
had to make a symbolic link from /usr/lib/libpspell.so.2 -->
/usr/local/lib/libpspell.so.2. This doesn't seem right. If I break that
link, then I get the error message:
balsa: error while loading shared libraries: libpspell.so.2: cannot load
shared object file: No such file or directory
Any ideas why my system isn't looking in /usr/local/lib for libraries? It
is listed in /etc/ld.so.conf.
