Balsa + libiconv

Hmmmm, I thought I'd cc'd this to the list but obviously not!

The configure.in script from CVS does not work if libiconv is
installed.

The problem occurs if the iconv.h supplied with libiconv
is included instead of the iconv.h in /usr/include.  The libiconv
version #defines the iconv functions.  Because the configure script
detects the one in libc even if libiconv is installed linking
of balsa fails with unresolved externals.

The attached patch correctly detects libiconv and uses it in
prefererence to the system iconv.
