Help for Settings->Preferences

The help button on the Settings->Preferences pages is broken, since it
looks for `ghelp:/usr/share/gnome/help/balsa/C/win-config-0.html' (for
instance), whereas the help link is really
`/usr/share/gnome/help/balsa/C/win-config.html#WIN-CONFIG-0'. As I see it,
we have two options:
- rewrite the help pages so that each Preferences page has its own file,
named as gnome_help_pbox_display () expects it;
- replace gnome_help_pbox_display () with a function that understands the
organization of Balsa's help files.
The former is probably better, as the help pages need to be reorganized
anyway. If this isn't on anyone's agenda, I'll try to get to it.
Any comments, or (gulp) volunteers?
