pspell/pwli issue

On my system the .pwli files were installed in / instead of the usual
default of /usr/local/share/pspell.

This is certainly not our fault, but we may see users who have the
"correct" pspell rpms installed and still have problems.  Moving these
files to the correct location cleared this up for me.

I have not yet tracked down which package installed the files. If I get
time I will and file a bug with it's maintainer.
