0.8.0 Branch Rules

Okay, now that Balsa 0.8.0 has been released, the
CVS branching takes effect.

There rules are simple: bugfixes and small things
are applied to the HEAD branch *and* the
latest-balsa-0-8 branch. Big things ONLY go onto
HEAD, which will eventually become balsa-0-10.

Because there will be "big things" done to HEAD,
we cannot sync latest-balsa-0-8 to HEAD anymore,
so we *must* remember to apply patches to both
branches.

This is annoying, but without it, we don't get
maintenance releases, which people have been really
annoyed by.
