Website, installation stuff landed

I made a fairly large commit to add the website and to
allow non-root installation; with the use of an 
environment variable we can actually pass distcheck
now:-) Specifically, 'make BALSA_DISTCHECK_HACK=yes distcheck'

The website is also in CVS (under balsa/website/, no less),
where it belongs, but will also go into the distribution
tarball, where it doesn't. Maybe we should make a balsa-website
module or something.
