FWIW, here is my entry for balsa list.

Two points about yours:

You don't need $MAILDIR to be specified at the start of every target. It is
prepended automatically (I guess you must give an absolute path if you want
it outside of MAILDIR)

I don't think cc: is a very useful headerto match on (since it won't catch
stuff which is To: the list). Many lists have List-Id:, X-BeenThere or
other useful header (all gnome ones have List-Id, I guess it's a mailman
feature).
