Yes, it's relative to the directory of the file anjuta.session. It is convenient because the function loading and saving the session information know this directory.

supposed to be at the project root?

Yes, it's the case, that's why it is fine to use this directory instead of project root directory.

Anyway with all files relative to .anjuta/session directory it should works fine.
