[xml] [PATCH] Restore behavior of --with-threads without argument as "enable threads"

Restore behavior of
    $ configure --with-threads
i.e. without argument to --with-threads as "enable threads support"

Behavior was broken in commit
    203fd2e Allow to select the threading system on Windows
